An error occurred creating the application. Check file system permission in jdeveloper 12c

OK, for a check find the system12.2.1.x.x.xx.x.xxx folder (https://tompeez.wordpress.com/2011/08/13/how-to-find-and-reset-the-system11-x-x-x-folder-for-a-jdeveloper-installation/), stop jdev, rename the folder (e.g. add some xxxx in front of the folder name), start jdev again. You'll probably get ask if you want to migrate from an older version, this question you answer with 'no'. This procedure will reset jdev into a fresh installation. Then try to create new applications.If it works again you know that your original installation has a problem. Depending on what you have changed in JDev (I'm talking about preferences here) you can stop jdev and remove the new created system12.2.1.x.x.x folder agian. Start jdev again and this time when you get hte dialog if you want to migrate you answer with yes and select the renamed original folder. Then you test if you can create applications again. If it works you can remove the original renamed system folder and you are done. If you get the error again stop jdev remove the new system12.2.1.x.x. folder and create a new one wihtotu merging. Then you have to redo all preference changes you have made.
